Los Estados latinoamericanos, además de enfrentar problemáticas respecto a la calidad su democracia y gobernanza, afrontan lo que las cumbres iberoamericanas han denominado “nuevas amenazas”: tráfico de personas, tráfico de armas y narcotráfico. Para hacer frente a las nuevas amenazas, los gobiernos de los Estados latinoamericanos han reconceptualizado la noción de seguridad y adoptado nuevos diseños constitucionales.
