A proposal on public ethics in the19th. Century: James Mill on government

Abstract

In 1824, James Mill published his works on government, jurisprudence, and liberty of the press in the Encyclopae- dia Britannica, in which he proposes several measures to ensure good governance. The purpose of the current article is to present Mill’s proposal as an important contribution to the debate on public ethics of the first third of 19th century England. Today his proposal may seem obvious, and underpinned by weak arguments, but we cannot forget that those ideas were the result of a long conquest, involving advances and retreats. The reform movement involved several people (J. Bentham, F. Place, G. Grote, J. Parkes, among others) and spread to different areas. Mill was one of them, and he deserves to be remembered and acknowledged as one of the pioneers in the struggle for public ethics.
