Public ethics of care: Care ethics as a basis for public policy

Public ethics must incorporate the ethics of care approach as a foundation for management and public policies. Based on the anthropological notion of “vulnerability” and the ethical idea of care as a responsible response, the orientation of public sector institutions to the general interest (common good) through the protection and empowerment of citizens is analyzed. A ‘caring democracy’ is thus constructed, in Joan Tronto’s words, where public service will seek to protect the weak and vulnerable, as well as to transform the bases so that they cease to be vulnerable and put care at the center of public policies. A sensitive and caring democracy, an exemplary governance, therefore demands a public ethic of care.
